Approve leave and attendance fixes

Approvals shows everything waiting for you. Open a request to see the balance, who else is away on those days, or the original punches. Approve, or decline with a reason.

If someone has no manager, their requests come to HR. If a manager doesn't answer in 2 days, HR is told and can decide it.
